Domestic refineries in Nigeria received approximately 127 million barrels of crude oil and condensate in the first nine months of 2026, as the Federal Government intensifies efforts to improve local refining capacity and reduce dependence on imported petroleum products.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) disclosed the supply figures while outlining steps to improve crude availability and address the financial challenges confronting local refiners.

According to the commission’s chief executive, Oritsemeyiwa Eyesan, crude deliveries improved in the second quarter following interventions to resolve disagreements between oil producers and domestic refinery operators.

However, supply performance declined in the third quarter, highlighting the need for further measures to ensure consistent access to crude feedstock.

To address the challenge, the regulator is considering a crude swap arrangement that would enable refineries to source crude from nearby terminals instead of transporting supplies over longer distances.

Eyesan said the proposed arrangement could save refiners between $3 and $4 per barrel in transportation costs, potentially lowering operating expenses and improving the competitiveness of locally refined products.

The initiative is also intended to strengthen compliance with the Domestic Crude Supply Obligation under the Petroleum Industry Act, which provides for the supply of crude oil to Nigerian refineries.

Separately, the commission reported that Nigeria’s average daily production of crude oil and condensate reached 1.717 million barrels in September. Crude oil production alone stood at approximately 1.53 million barrels per day.

The regulator attributed the production improvement to maintenance activities, stronger security around oil infrastructure and better cooperation among industry stakeholders.

The NUPRC said it would continue working with producers and refiners to improve supply arrangements, with the broader objective of ensuring that Nigeria’s crude resources contribute more effectively to domestic fuel production and economic growth.
