The future of Nigeria’s troubled Port Harcourt and Warri refineries will depend on the outcome of ongoing technical reviews by two Chinese companies considering investment partnerships with the Nigerian National Petroleum Company Limited.

The proposed collaboration is expected to provide a clearer picture of the work required to return the facilities to productive use. The Chinese firms are examining the refineries alongside NNPC personnel to establish the technical and financial requirements for completing outstanding rehabilitation work and achieving sustainable operations.

Sanjiang Chemical Company Limited and Xinganchen (Fuzhou) Industrial Park Operation and Management Company Limited are expected to present their findings to NNPC upon completion of the exercise. Their recommendations will guide subsequent discussions on investment arrangements, operational responsibilities and the level of support needed to restore the plants.

Rather than commit to a reopening schedule before the reviews are concluded, the national oil company is prioritising a framework that can support the refineries beyond their initial restart. The proposed arrangement is expected to cover technical improvements, maintenance, operational management and possible expansion into petrochemical production.

The development follows a memorandum of understanding signed by NNPC and the Chinese firms on April 30, 2026. The initiative comes amid efforts to strengthen local refining capacity, improve domestic petroleum supply and reduce reliance on imported fuel. However, the timeline for reviving the two facilities remains uncertain as the company awaits the technical reports and subsequent investment negotiations.
